Đây là lần thứ ba trong vòng 10 năm vừa qua Quốc Hội lại đề nghị một sự thay đổi hệ thống di trú của Hoa Kỳ. Vào ngày 16 tháng 4 năm 2013, Thượng Nghị Sĩ bang New York, ông Charles Schumer chính thức đưa ra dự luật SB744 về an ninh biên giới, cơ hội về kinh tế và cải tổ luật di trú. Dự luật SB744 là sản phẩm của nhóm 8 Thượng Nghị Sĩ thuộc hai đảng (Thượng Nghị Sĩ Schumer, McCain, Durbin, Graham, Menendez, Rubio, Bennet, và Flake) là những người đã từng cố gắng thuyết phục việc cải tổ luật di trú trong mùa thu 2012 vừa qua. The Border Security, Economic Opportunity, and Immigration Modernization Act (S.B. 744)

This is the third time within 10 years that Congress has proposed to comprehensively change the country’s immigration system. On April 16, 2013, Senator Charles Schumer of New York formally introduced Senate Bill 744 – the Border Security, Economic Opportunity, and Immigration Modernization Act (SB 744). SB 744 is a product of the “Gang of Eight” bipartisan senators (Senators Schumer, McCain, Durbin, Graham, Menendez, Rubio, Bennet, and Flake) who had been negotiating for a comprehensive immigration reform bill after the 2012 fall election.
