Nhiều thay đổi mạnh mẽ đã diễn ra trong những năm qua cho thủ tục xin visa nhập cư với Bộ Ngoại giao. Tôi vẫn còn nhớ thời gian khi visa nhập cư được giải quyết tại U.S. Orderly Departure Program (ODP) tại Bangkok, Thái Lan. Tại thời điểm đó, các đơn vị giải quyết Visa được đặt tại Bangkok, Thái Lan, và các nhân viên phỏng vấn sẽ đến Sài Gòn, Việt Nam để tiến hành các cuộc phỏng vấn. Sau khi phỏng vấn, sẽ mất ít nhất 3-6 tháng để visa được cấp từ Bangkok và gửi đến Sài Gòn. Vào năm 1995, khi mối quan hệ giữa Việt Nam và Hoa Kỳ bình thường hóa, Bộ Ngoại giao bắt đầu thành lập và mở Lãnh sự quán Hoa Kỳ ở Sài Gòn. Việc xử lý visa nhập cư đảm nhiệm bởi ODP từ từ chuyển giao cho Lãnh sự quán Hoa Kỳ tại Sài Gòn. Trong năm 2005, tất cả các hồ sơ xin visa nhập cư đã hoàn toàn xử lý bởi Lãnh sự quán Hoa Kỳ tại Sài Gòn, và đó là sự kết thúc của ODP.

Electronic Filing of DS-260 with the National Visa Center

Drastic changes have taken place over the years for immigrant visa processing with the Department of State. I still remember the time when immigrant visa processing was processed with the U.S. Orderly Departure Program (ODP) out of Bangkok, Thailand. At that time, the immigrant visa processing unit was stationed in Bangkok, Thailand, and the adjudicating officers would travel to Saigon, Vietnam to conduct the interviews. After the interviews, it would take at least 3-6 months for the visas to be issued from Bangkok and sent to Saigon. When the relationship between Vietnam and the United States normalized in 1995, the Department of State began to set up and start opening the U.S. Consulate in Saigon. The immigrant visa processing that was once handled by the U.S. Orderly Departure Program slowly transferred to the U.S. Consulate in Saigon. In 2005, all immigrant visa processing was completely handled by the U.S. Consulate in Saigon, and it was the end of the U.S. Orderly Departure Program.
